Will age reversal be legal?
The concept is, that when cells regenerate, the DNA that becomes renewed is slightly imperfect to the DNA that composed the cell before. With the right tech it is highly likely that immortality will become a reality, and possibly within our life times.
My question is, should the oppotunity arise that this kind of theropy becomes cheap and easy enough to do for it to become commercial, would it be legal?
The UK and the USA are (in my opinion) the leading countries for freedom to do as you wish in regard to personal health (plastic surgery, liposuction, etc) within reason. However is it likely that even these countries would outlaw perfect cell regeneration theropy in any other cases than emergancy treatment for cancer or severly damaged tissue?

Immortality would not be illegal, if the technology to make it so were available to the masses. Although I do not agree entirely with your assessment of what aging is (there are other factors of which nuclear mutations is only a part). This is a perfect opportunity for business as it will most likely be privatized and I do believe that the US government's hands off policy in the terms of business will allow these therapies to be perfectly legal. One would like to think that we've developed from the Bush days where stem cell research was brought to a halt due to his religious beliefs.
