Simply put one part cement with 8 parts 'all-in ballast', bags of which are obtainable from most DIY stores. These can be measured by dry volume in a bucket - ie 1 bucket of cement to 8 buckets of ballast. Mix thoroughly without water, then add water gradually until mix holds together [as if you could make a 'sand castle' with it without it sagging very much].
