This result is intuitive, but I'm having difficulty to give a formal mathematical proof. If the integral is I, I know that, for every eps>0 there's a partition P(eps) of [a, b] such that if P is any refinement of P(eps) then |S(f, P, [a, b]) - I | < eps. Since Mesh(P_n) --> 0, the intervals in P_n gets smaller and smaller, but this doesn't mean P_n will eventually be a refinement of P(eps).

There are two points you seem to be missing:
- It is not merely that you define a limit for a specific sequence of partitions P_n: You have to assume something about the function in order to prove Riemann convergence, so if you assume continuity on [a,b] then you get uniform continuity as well. This means that you can bound the Riemann sums (RSs) for any refinement of any of the partitions P_n: by choosing the mesh size small enough, you can guarantee that any further refinement of P_q (for example) will give a RS within eps/2 of the RS for P_q.
- When you then consider a second sequence of partitions Q_n, the same applies: You can bound the RSs for any refinement of the Q_n by choosing the mesh size smal enough. Any refinement of Q_r (for example) will give a RS within eps/2 of the RS for Q_r.
- Now, with these Q_r and P_q, define a new partition P_new which is the union of all the partition points of Q_r and P_q: it is therefore a refinement of both. But that means that its RS must be within eps/2 of the RS for Q_r , and also within eps/2 of the RS for P_q. But then that means that the RSs for Q_r and P_q are within eps of each other!
